Diplomacy entails influencing the decisions and conduct of foreign governments and officials through dialogue, negotiation, and other nonviolent means.Diplomacy is the main instrument of Foreign policy, which consists of the broader goals and strategies that guide a state’s interactions with the rest of the world.
Did someone whisper that in Francine’s ear before she went to the OAS? One would expect a foreign minister to have this basic understanding of diplomacy, but alas not Dominica’s foreign minister. She was like a lioness protecting her cubs- The Mafios in the Government of Dominica.
Dominicans know how and why Francine was appointed as Foreign Minister in the Government of Dominica, some even suggested that in the interest of full disclosure she should have told the gathering of her personal relationship with Roosevelt, to put things in perspective. Let them know that she was protecting her personal interest and that of very, very, very close friend Roosevelt Skerrit instead of embarrassing good people of Dominica.
Francine was not only lying through her teeth at the OAS, she was throwing maupis in the honorable chamber of the OAS. maybe she thought she was in the disgraced House of Assembly with Alix Boyds as the speaker. Did she get carried away?
But who was Francine throwing mapuis for when she said this in her address? As I quote her. “We also call on the OAS to urge countries and organizations to refrain from making statements that can be viewed as attempts to interfere in the electoral process of our country, we also register our concern that there would be a suggestion to member states of this organization that if a country does not implement recommendations that are made to it by OAS that the country cannot have free and fair elections, unfortunately maybe all member states seated around that table would be caught by that statement, and maybe perhaps it is time for some introspection. We have a saying in the Caribbean that before you try to remove the speck in your eyes, you should remove the speck in your eyes first.”
Fighting words, yes it is obvious that Francine went to the OAS for battle, and not for diplomacy! Not for resolution of a very troubling issue confronting the people of Dominica.. Fight on people of Dominica, the ball is in your court, not in Roosevelt’s court, not in Tony’s court, not in Francine’s court, not in the court of the OAS, but in your court.

Francine Baron went to the OAS to tell it to back off and mind it’s business and not interfere in the internal affairs of Dominica. Dominica is a sovereign nation and in the face of the OAS interference this was always to be the theme and gravamen of her address. She is right and executed this position with mighty force. She is to be congratulated. The hooliganism of a handful of irate UWP supporters and some paid thugs is not surprising.
Currently, if I understand the political process correctly, there is no government in Dominica right now. It was dissolved due to the elections and it is the President that is in charge. Subsequently, there should be no one representing the government of Dominica as there is no government.
